Acceptance of Terms
By accessing The Kim Turner Foundation ("KTF") website, registering for courses, or using the customer portal, you agree to these Terms and Conditions. If you do not agree, you must discontinue use immediately.
About The Kim Turner Foundation
The Kim Turner Foundation is a California 501(c)(3) nonprofit organization that provides professional training for 9-1-1 emergency communications personnel. Our courses are funded through federal grants, private contributions, and nominal course fees where applicable. KTF operates independently from Kim Turner, LLC, a separate for-profit training and consulting firm. All board members serve without compensation.
Eligibility
All courses offered through KTF are reserved for active public safety professionals. You must be currently employed by a public safety agency and must register using your agency work email address. Registrations submitted with personal email addresses (Gmail, Yahoo, Outlook, and similar providers) will be automatically rejected. KTF reserves the right to verify employment status and to revoke access if eligibility requirements are not met.
Course Registration and Access
Most KTF courses are offered at no cost to eligible participants. Certain courses may carry a nominal fee to offset the cost of development. Any applicable fee will be clearly identified at the time of registration. Enrollment does not guarantee a seat in all courses, as certain programs may have capacity limitations. On-demand courses are available upon registration approval. Live and in-person courses are subject to scheduled dates and availability. KTF reserves the right to cancel, reschedule, or modify any course at any time. Registered participants will be notified of any changes via their registered email address.
Cancellation, Substitution, and No-Show Policy
Cancellations for in-person and live online courses must be submitted at least 14 calendar days prior to the scheduled course date. Cancellations received within the 14-day window will result in forfeiture of any tuition paid. No refunds will be issued for cancellations made fewer than 14 days before the course date. Substitutions are permitted at any time. If you are unable to attend, you may designate a qualified replacement from your agency by notifying KTF prior to the course start time. The substitute must meet all eligibility requirements. Registrants who fail to attend a scheduled in-person or live online course without canceling or providing a substitute will be classified as a no-show. No-show registrants will be restricted from enrolling in any future KTF courses offered at no cost. KTF invests significant resources in preparing and delivering each course. Every unfilled seat represents a missed opportunity for another public safety professional. This policy ensures that grant-funded training reaches the professionals who are committed to attending.
Acceptable Use
You agree to use the KTF website, customer portal, and course materials solely for their intended educational purposes. You will not share your portal login credentials with any other person. You will not distribute, reproduce, or share course content, materials, videos, assessments, or certificates with anyone who is not a registered participant. You will not misrepresent your identity, employment status, or agency affiliation. You will not use KTF platforms for any unlawful purpose or in any way that could damage, disable, or impair the platforms.
Intellectual Property
All course content, curriculum, materials, assessments, videos, graphics, and associated documentation are the intellectual property of The Kim Turner Foundation or its licensors. Registration grants you a limited, non-transferable, non-exclusive license to access and use course materials for your own professional development. This license does not permit reproduction, distribution, modification, public display, or commercial use of any materials without prior written consent from KTF.
Certificates of Completion
Certificates are issued solely to participants who complete all course requirements, including assessments where applicable. Certificates are non-transferable and represent individual achievement. KTF reserves the right to revoke a certificate if it determines that the participant did not meet eligibility requirements or violated these Terms and Conditions.
Limitation of Liability
KTF provides all courses, materials, and services on an "as is" basis. While we make every effort to ensure the accuracy and quality of our training content, KTF makes no warranties or guarantees regarding the completeness, reliability, or suitability of any course material for any particular purpose. KTF shall not be liable for any direct, indirect, incidental, or consequential damages arising from your use of our website, customer portal, or course materials. Training provided through KTF is educational and informational in nature and does not constitute legal, medical, or operational policy advice. Participants are responsible for applying course concepts within the policies and procedures of their own agencies.
Grant-Funded Training Disclaimer
Certain KTF courses are funded in whole or in part by federal grants, including grants from the U.S. Department of Justice COPS Office. Grant-funded training is subject to the terms and conditions of the applicable grant agreement. KTF may collect and report aggregate, de-identified enrollment and completion data to grant funding agencies as required. Participation in grant-funded training does not create any relationship between participants and the funding agency.
Privacy
Your use of KTF platforms is also governed by our Privacy Policy, which describes how we collect, use, and protect your personal information. The Privacy Policy is incorporated into these Terms and Conditions by reference.
Modifications
KTF reserves the right to update or modify these Terms and Conditions at any time without prior notice. The revised terms will be posted with an updated effective date. Continued use of KTF platforms after any modifications constitutes acceptance of the revised terms.
Governing Law
These Terms and Conditions are governed by and construed in accordance with the laws of the State of California, without regard to conflict of law principles. Any disputes arising from these terms shall be resolved in the courts of Riverside County, California.
